residential playscape/Fence ordinances ?

what are the residential playscape/Fence ordinances ? or where can I find them in writing (plain english)

the people in the house behind me constructed a ~14ft playscape ~3ft off the fence line. I lost every bit of privacy/use of my yard/deck/hot tub.  the children watch our every move when we are trying to bbq or whatever. we are also getting a flood of screaming, music, trash and toys coming over the fence. I went over and mentioned the in flood of debris pummeling the back of our shed (which is 10ft off the fence line) and other problems we are having. I also told them I was replacing the fence due to age and such. the conversation seemed to go well, but after an additional month of no change (dealing with it for ~11mos) and the necessity of policing my yard several times a day too make sure the yard is safe for the animals, I had about enough. In a desperate attempt to regain use of my yard, I extend the new fence to 8ft. of course they are upset even though I secured their pool/yard with brand new high quality fencing at no cost to them. it was professionally installed and looks really good.

Anyway, I remember setting our shed 10ft out because of a 10ft utility easement on either side of the fence, but I forget where I got the info and can't seem to find it again.

Thanks for the link. I had not seen one that actually covers maintinance of the fence. Yikes, there are allot that don't meet those standards in our neighborhood.
